What is an intellectual disability?
An intellectual disability involves limits in intellectual functioning and in adaptive skills — the practical, social, and conceptual skills a person uses every day — beginning before adulthood. It describes support needs, not a person's worth or potential.

The short answer
Intellectual disability is one type of developmental disability. It is identified by two things together: intellectual functioning and adaptive functioning — how a person handles money, time, communication, safety, and self-care in real settings.
Adaptive skills matter more than a number
Two people with similar test scores can need completely different support. What tells us more is the practical picture: can the person manage a bus route, notice when food has gone bad, keep a medication routine, recognize an unsafe situation, ask for help. Those are the skills we build with people, in the place they actually happen.
What support looks like day to day
- Coaching in the moment — cooking a meal together instead of handing over a recipe.
- Written and visual routines the person owns and can use without staff present.
- Community participation: work, worship, errands, and hobbies in ordinary places.
- Plans written in human language, around real outcomes — a job, an apartment, a hobby, a friendship.
Iowa services that apply
Adults with an intellectual disability in Iowa are commonly served through the HCBS Intellectual Disability Waiver or the Habilitation program. Depending on need, that can mean a family-style host home or a staffed supported community living home. LaBase Living provides both.
